The extreme heel-strike seems mostly to be from the dorsi-flexion of the foot.

I agree, flexed knee may help. But that ankle dorsiflexion is huge!

Knee bandage isn’t surprising, but this would be better (or worse?) if his knee was absolutely straight. There have been some pictures of Meb Keflezighi with a similar “toes up” heel strike position. It’s not all bad, but not very pretty to look at.
